English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new study of municipal councils, English councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England reported that six out of ten of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Examples of Planned Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all generate rent for Medway council, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to increase local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these take time to achieve both better provisions and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils recently also found council budgets being strained by the growing number of children and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off scheduled changes to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) for English councils, many key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 deprivation indices,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the scale of difficulties confronting municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the necessity for a equitable and lasting financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey found.
